The French legislator has entrusted La Poste with the task of ensuring access to banking services, as set out in article L.518-25 of the French Monetary and Financial Code: “in the banking, financial and insurance sectors, La Poste offers products and services to as many people as possible, in particular the Livret A”.

As a result, we ensure that an unrestricted “basic” savings product is available to everyone. This initiative complements existing measures such as the “right to an account” and aims to encourage the French people to use the banking system and savings products.

This universal banking service enables anyone who so requests to open a Livret A savings account and make deposits and withdrawals from €1.50 free of charge. 

La Banque Postale issues bank cheques and provides each customer with a cash withdrawal card that can be used at the network's 7,741 counters and ATMs. Direct debit for transfers and direct debits for a number of transactions (payment of minimum social benefits, tax, rent, gas and electricity bills) is available to everyone. 

In this way, Le Groupe La Poste ensures that a “basic” savings product is available to the entire population without restriction, in addition to measures such as the “right to an account”, and promotes banking and savings for the entire population. 

 To provide access to banking for as many people as possible, La Banque Postale (created on 1 January 2006) and the entire La Poste network (post offices and other outlets) are working together to implement an information, support and free-of-charge system. 

As a socially responsible bank, La Banque Postale helps its customers in all situations, including the most sensitive (over-indebtedness, etc.) and develops dedicated solutions, such as microcredit, to enable everyone to find solutions. All these initiatives make Le Groupe La Poste a leading player in efforts to combat exclusion from banking services.
