The Purchasing Rules of La Poste, are set out in principle in article 27 of Act No. 90-568 of 2 July 1990. Their purpose is to ensure that La Poste is in coherence with and explicitly applies the rules set out in the “Special Sectors” Directive No 2014/25/EU of 26 February 2014 and the texts transposing this directive into French law (ministerial order No. 2015-899 of 23 July 2015 and decree No. 2016-360 of 25 March 2016).

It follows from the rules of the Directive that La Poste, as a public company carrying out services as a postal operator, is a contracting entity subject to this body of rules which requires, throughout the purchasing process, compliance with the following three basic principles:

● freedom of access

● equal treatment

● transparency of procedures.

These rules are validated by La Poste's Board of Directors, and various governance bodies ensure their correct implementation and application.
